fix split closing quote in intention-location-details frontmatter

8fa342e split the description's trailing ", onto its own line, leaving
the frontmatter invalid Elixir; NimblePublisher evals frontmatter at
compile time, so the app could not compile. Also drops the
“/” entities from the description (uncommitted WIP, kept
per plan).
